You're underrating Maul pretty hard. Maul generally outmatched Obi-Wan in every one of their engagements in The Clone Wars. The best Obi-Wan was ever able to accomplish was stalemating Maul and forcing Maul to retreat through cutting off Savage's arm-- and even then, Kenobi ended that fight getting flung like a rag doll by Maul's Force grip.
